Resumo

This paper aims to analyze the efficacy of Territorial Plan for Sustainable Rural Development in Território da Estrada de Ferro and Vale do Rio Vermelho. Rural areas were created from a public policy implemented by the Ministério do Desenvolvimento Agrário (MDA) in 2003, aiming to promote sustainable rural development in depressed areas in Brazil. The territory, rural development, efficacy and participative management are the main theoretical categories. The methodology uses the technique of GIS, interview, survey and systematic data on the territories in MDA, Planning Department of the State of Goiás, in the Councils of the Territory among others. The conclusion is partly because the search is not finished yet, but it can be said that the proposed policy for territorial development in rural bumps conflicting interests of various stakeholders, public and private institutions that are located within and outside the territories. Sustainability is questioned as economic interests have priority.
